Bush's doctrine of preemptive military action is the perfect example, according to Kerry's foreign policy advisers. Bush has asserted the United States' right to preemptively strike a nation it deems an imminent threat to U.S. security. Kerry would not rule out preemptive strikes, nor have past presidents, but he would de-emphasize this option in stated U.S. policy. Samuel R. I recently bought an item, on the package of which it said the net weight of the contents was 16 ounces.
When I weighted the contents I found the actual net weight was 15.999993789 ounces.
Berger would undoubtedly say I was "profoundly" cheated.

I have to admit that I don't see a very substantial difference here either, with the possible exception of a desire on his part for the United States to "humble" itself before the UN. And he was doing so well up until then.......
